Abstract

Nothing the fact that the geographical condition of Indonesia is an archipelago where the territorial waters of the appeal is much broader in its land then it is normal if the construction and sea transport arrangements today needs to get the most attention. Basically tendency port management system in line with the order, direction, goals, and guidance of port services with one of the stevendoring companies in order to increase productivity, optimize productivity, optimize user facilities and equipment as wel as the development of ports in the from of equal cooperation and mutual need.The main problem in this paper is how the procedures and activities of loading and unloading of goods at the port bias runs as efficiently as possible, the parties involved in the loading and unloading of goods, as well as where the roles and responsibilities of the port for losses incurred. Objective discussion of this research is to know about the activities of loading and unloading the goods at sea, to sea further how the relationship stevendoring company items with related parties in supporting the activities of loading and unloading of goods at the port and the responsibility of the port to the losses incurred in the process stevendoring.In writing this paper, the writing method used is research literature and field research when (field practice) four month in the port of class III Juvenelis Pati.From the results of this study concluded that the procedure and system loading and unloading of goods at the port is a service activity that is engaged in the loading and unloading of goods to and from ships, port role only provide labor services for the loading and unloading from the warehouse to ship and from ship to warehouse. Port side Java responsibility ended after the workers load the goods onto the ship or unload goods to the port warehouse. Key words : At the Port of loading and unloading goods
