Abstract
Accidents during the process of berthing ships operation in the port is a problem of the Port Authority. Port Authority itself is responsible for overseeing and directing the ship to avoid an accident, such as shipwrecks, broke and grounded, when the entrance to the harbor, then in this case the port must keep the responsible for navigation to all vessel who will do this operation. Navigation in Law No. 17 of 2008 in Article 1 (44) described the "Navigation is the process of directing the movement of ships from one point to another safely, and avoid dangers and obstacles cruise". The issues in this paper is how the procedures for implementation of ship berthing, how the implementation of pilotage services to vessels that lean, and how the responsibility of PT. Pelindo III branch Tanjung Emas in Semarang navigation of the vessel to be lean. The results of this study indicate that the ordinance did berthing ship, by preparing documents and letters of the vessel. Master as a leader must notify planned arrival of the ship to the shipping companies or the organizers of ocean freight. After the ship set up a requirement to do berthing ships, the Port Authority was preparing to services, such as pilotage services, to guide the entrance to the harbor, but there is also merit mooring, moved mooring, loading and unloading dock for goods and shipping goods for stacking in warehouse and container services. PT. Pelindo III branch Tanjung Emas in Semarang also in this case only responsible in navigation the vessel to be lean. In this navigation case, not only the Port Authority are responsible in terms of process berthing ship to port, but the harbor master is also responsible to ensure the comfort, smoothness and safety of ships entering the port.
