Abstract
The transportation of hazardous goods by sea is a critical activity within the maritime transportation system, as it involves a high level of risk to navigational safety, human life, and the marine environment. The waters of Tanjungpinang, located in the Riau Islands Province, hold a strategic position in regional and international shipping routes, thereby requiring strict supervision of hazardous goods transportation. This scientific paper aims to examine the role of the Tanjungpinang Class II Harbor Master and Port Authority Office in regulating and supervising the carriage of hazardous goods by ships, as well as to identify the condition of supporting infrastructure and operational constraints encountered in practice. The theoretical framework is based on maritime safety principles, hazardous goods classification under the International Maritime Dangerous Goods (IMDG) Code, and national and international regulations, including SOLAS, MARPOL, and Law Number 17 of 2008 concerning Shipping. The research employed a descriptive qualitative method with an observational approach. Data were collected through direct field observations conducted during land-based practical training at the Tanjungpinang Class II Harbor Master and Port Authority Office, interviews with relevant officials, and documentation studies of applicable regulations and institutional records. The findings indicate that the Tanjungpinang Class II Harbor Master and Port Authority Office has performed its supervisory role in accordance with prevailing regulations, particularly in document verification, ship inspection, and the control of hazardous goods loading and unloading activities. However, several challenges remain, notably limitations in supporting infrastructure, the availability of specialized facilities for hazardous goods handling, and technical readiness at certain ports. In conclusion, the role of the Tanjungpinang Class II Harbor Master and Port Authority Office is essential in ensuring the safety of hazardous goods transportation, but it must be strengthened through improvements in infrastructure, human resources, and inter-agency coordination to achieve optimal and sustainable maritime safety.
