Abstract
Ship registration is an administrative process required to obtain legal recognition of a vessel's nationality and ownership. This study aims to describe the procedures and methods of ship registration implemented at the Class III Port Authority and Harbormaster Office (KSOP) of Tanjung Wangi. The research uses a qualitative descriptive approach, with data collected through observation, document analysis, and interviews with relevant officers. The findings indicate that the registration process involves several stages: submission of an application, verification of supporting documents, physical inspection and measurement of the vessel, and the issuance of a Certificate of Vessel Nationality (Surat Tanda Kebangsaan Kapal/STKK). The registration method applied is still semi-manual, where most steps are handled directly at the service office. The main challenges include limited public knowledge of the procedures, inadequate service infrastructure, and the lack of a fully digital system. Therefore, it is recommended that the registration process be gradually transitioned into a fully integrated digital system, along with enhanced socialization and assistance for vessel owners.
