Abstract
The Inaportnet system is a system based on internet/web services related to ship arrival and departure services and loading and unloading activities. The system is made so that users of shipping companies and loading and unloading companies in carrying out service requests or Clearance in/out or loading and unloading activity plans do not have to come to government agencies to carry out Clearance, or in other words minimize face-to-face service users with authorized government officials. This is in line with the Ministry of Transportation's commitment to eradicating illegal levies in the transportation sector. Users of the Inaportnet system are government agencies and port business entities as well as logistics industry players in Indonesia that utilize port services such as: Shipping Companies/Agents, Loading and Unloading Companies (PBM) and Transportation Management Services (JPT). The purpose of this paper is to find out an overview of the Inaportnet application system, the obstacles faced in the application of the Inaportnet application system and efforts to overcome the obstacles encountered in the implementation of the Inaportnet system at the Port of Cilacap. This paper is to find out the shipping flow. When service users will request an online application letter and the paper is done by observing, directing interviews with competent informants in their fields with a questionnaire guide, after that the data is collected and analyzed. Based on the results of the study, it was found that the main obstacles in operating the Inaportnet system at the Port of Cilacap.
