Abstract

In order to ensure the safety of sailing and anchoring at Tanjung Emas Port, the government stipulates the existence of mandatory scouting waters, every ship that sails is obliged to use scouting services. The implementation of scouting at the port of Tanjung Emas is carried out by the Port Operator Unit and can be delegated to a Port Business Entity that meets the requirements. However, from an operational perspective, there are still some obstacles related to the implementation of the provision of pilotage services at the Tanjung Emas Port carried out by the Port Business Entity. These problems such as the limited number of pilotage personnel, less than optimal facilities and equipment for supporting pilotage operations, the length of service for pilotage operations to moor at the dock and the implementation of ship scouting activities are often delayed which can affect port productivity. The purpose of this study is to carry out the implementation of pilotage voyages for ships at the Tanjung Emas Port that has been ongoing so that shipping safety and security as well as productivity at the port can be achieved. The need for Human Resources (HR) of Pandu is based on the number of ship movements per day at Tanjung Emas Port, there are as many as 20 movements, while the movement time reaches 1 hour. Working time per person = 12 hours. Therefore, working hours = 20 movements x 1 hour = 20 hours. Based on these calculations, the number of human resources needed for Pandu at Tanjung Emas Port should be 6 people. Meanwhile, the existing Pandu HR has 8 people, so the number of scouts at Tanjung Emas port, Semarang has met the ideal number. Keywords: Services, Scouting Services, Tanjung Emas Port.
