Abstract
the capital city of Central Java province. Geographically it is located between 109 ° 08'-109 ° 10 'East Longitude and between 6 ° 50'-6 ° 53' South Latitude. This makes marine transportation indispensable, as a unifying tool, as a means of transportation, as a field of defense, as a management of natural res ources for the Tegal City is a city within the province of Central Java, which is located west of welfare of the Indonesian nation. By looking at the facts above, it is necessary to carry out a more in-depth study of the procedures for ship maritime supervision to improve shipping security and safety at the Tegal Class IV Port Authority and Harbormaster Office. Shipworthiness is the condition of the ship that meets the requirements of ship safety, prevention of ship pollution, manning, construction, health and welfare of the crew and passengers and the legal status of the ship to sail in certain waters. This study aims to determine the benchmarks for the level of effectiveness of surveillance and law enforcement procedures in the field of shipping safety and security at KSOP IV Tegal. From this research, the method used is descriptive analysis method, where the data collected is put together to determine the dominant factor of shipboarding supervision to improve the safety and security of shipping at the Port Authority and Port Authority of Class IV Tegal. The results of this method conclude that the ship's seaworthiness is caused by 3 factors, namely a lack of knowledge of the legal basis regulating maritime affairs and sailing safety, labor problems, and lack of supervision and security. With this research, it is expected to make a benchmark for the level of effectiveness of ship maritime supervision to improve the safety and security of shipping at KSOP IV Tegal.
