Abstract

In relation to foreign / international trade activities, (Exports and Imports) are generally dominated by foreign ships which are wide open. To take advantage of existing opportunities, PT. Bahari Eka Nusantara Batam Branch plays a role in the agency handling of foreign ships which are sea transportation activities from Indonesia and vice versa, including continuing visits between ports in Indonesian territorial waters organized by the company. in accordance with the Decree of the Minister of Transportation No. KM 33 of 2001 concerning General Agents, basically foreign shipping companies are not allowed to open branches in Indonesian ports, especially for ports that are open to foreign trade, the policy is taken to protect national shipping companies in order to provide opportunities / opportunities to obtain continuity company activities and additional revenue in foreign ship agency shipping activities. The purpose of writing this paper is to find out how the procedures for handling ship crews entering the Indonesian waters at PT.Bahari Eka Nusantara Batam Branch, to find out what rules apply in the process of signing on and signing off crew, to find out the obstacles faced in management of ship crews entering Indonesian waters. In writing this paper using qualitative methods, namely observation, interviews and literature study that the authors collected during the author carrying out land practice at PT. Bahari Eka Nusantara Batam Branch, an accurate discussion of the problem can be taken. It is necessary to hold outreach to the crew regarding the sign on and sign off process at PT.
