Abstract
The port is a facility at the end of the ocean, river or lake to accept the ship and move cargo and passengers into it. Ports usually have tools designed specifically to load and unload the ships are docked. Crane and refrigerated warehouse was also provided by the manager nor the private parties concerned. Often built around supporting facilities such as canning and processing of goods. Government Regulation 69 of 2001 regulates the ports and functions as well as the organizers. In this case the official responsible for the activities at the port is syahbandar. Syahbandar is a government official at the port appointed by the minister and has the highest authority to exercise and supervise the fulfillment of the provisions of legislation to ensure the safety of sailing and shipping security and to carry out coastal guarding and patrol on the area of responsibility. In accordance with its function, the task of Syahbandar oversees the ship's maritime affairs which includes safety, security, and tithing in the harbor A shahbandar will be held accountable for the occurrence of ship accidents at sea.
