Abstract
Talking about the territorial waters of a jurisdiction of a State, it shall relate in it sovereign rights and exercise the sovereignty of that State, embodied in the form of obligations and responsibilities of a State to create an integrated marine safety and security in that State. Issuance of Port Clearance Agreement is a process of supervision conducted by the Tanjung Uban Port Administrator Unit Office of the ship, its crew, and its administratively technical loads have fulfilled the requirements of safety and security of shipping and the protection of the maritime environment. This research is conducted to know the process of issuance of Port Clearance. For this study uses the method of data collection method Observation Method (Observation). Intervie Method (Interview). The responsibility of the offices of the Tanjung Uban class 1 port pricing unit is very heavy in ensuring the safety and security of the voyage, since the office of the port organizer unit is a government official at the port appointed by the Minister and has the highest authority to run and supervise the fulfillment of the provisions of the legislation to menajmin safety and security of the voyage. As in the effort to optimize Ship Safety itself is the state of the ship that meets the requirements of the material, construction, building, permesianan and perlistrikan, stability, arrangement and equipment of helper and radio, electronic ship, as evidenced by the certificate after the examination and testing.
