Abstract

The current accident is not only happening on land transportation, but lately a lot of happening in sea transportation. As recently there have been 2 vessels submerged in Ketapang waters and the waters of the Lamong bay docks of KMP. Rafelia 2 and KM. Wihan Sejahtera. The number of ship accidents these days raises public questions highlighting the three parties, namely syahbandar, boat owners and captains. Under the Shipping Law, shahbandar guarantees the safety and security of ships and the protection of the marine environment. In performing its duties, syahbandar is equipped with rules of implementation and implementation and management system in stages. Because the safety of the vessel is determined through examination and testing, the task of Shahbamdar becomes heavy because it must examine and test the ship's continuous shipiness to the ship even though it has obtained safety certificate. In this case, the Office of Parayahbandaran and the Class II Port Charity Tanjung Pinang acting as a party to ensure the safety of the voyage and the task of inspecting and testing a ship's sea tributary in the territorial waters of the port of Sri Bintan Pura.
