Abstract

Coastal areas in the province of Central Java have abundant natural resource wealth, but the use of coastal ecosystems and natural resources has not been optimal. The development of coastal area empowerment programs in Central Java often experiences several obstacles in terms of program mismatches with the characteristics and needs of the program recipient communities, so that the program targets are not well targeted, in addition there are conditions. limited access to capital, technology, information and markets programs to improve community welfare through coastal community development programs (PMP) that have not been able to reach all walks of life that live in the coastal areas of Central Java province. In this case strengthening the participation of coastal communities is very important so that the empowerment program is aligned with the needs of the community. This study aims to identify the economic potential of coastal communities, elaborate the potential of human resources of coastal communities, investigate the role of coastal community economic institutions, and determine the socio economic conditions and infrastructure support in the context of economic development of coastal areas in the province of Central Java. By using a qualitative research approach and Descriptive method and research sample were taken by purposive sampling research in the coastal areas of Cilacap, Tegal, Pekalongan Pati and Kendal districts. The results of the study were as follows: the economic potential of the people in the coastal areas of Central Java is quite prospective, but the socioeconomic conditions of the people in coastal areas are very slow. also the role and support of infrastructure to develop coastal area communities is not sufficient, therefore the economic potential of the coastal community that must be developed is the fisheries sector, grass cultivation sea, beach tourism, agriculture, and livestock. In addition, the regional government needs to empower in terms of marketing and help increase the promotion of fishery products processing business products to various regions, providing business facilities and infrastructure for fisheries industry and seaweed cultivation as a form coaching efforts undertaken by local governments to increase economic added value to businesses that have been fostered by the government.
