Abstract
If we discuss the territorial waters of the jurisdiction of a state, it shall we relate in it sovereign rights and exercise the sovereignty of that state, manifested in the form of obligations and responsibilities of a state to create an integrated marine safety and security in that state. The issuance of a Port Clearance Letter is a process of supervision undertaken by syahbandar againts a ship that will sail aboard the port to ensure that its ship, crew, and cargo are technically-administrative in compliance with the safety and security requirements of the voyage and the protection of the maritimate circle. The responsibilities of the seconda office harbour masterand port authority of Tanjung Intan Cilacap are very serious in ensuring the safety and security of the voyage, because harbour master and port authority are goverment officials at the port appointed by the Minister and have the highest authority to run and conduct supervision of the fulfillment of the provisions of legislation to ensure the safety and security of shipping. As for safeguarding the safety and likewise the offices of harbour master and port authority also apply the sail approval letter procedure. In its effect, the letter of consent sailing in the office of the harbour master and port authority of the second class port of Tanjung Intan Cilacap to optimize the safety and security of the voyage should be cooperation with all rights (bureaucrats, apparatus, community) for the commitment in prioritizing safety in the operation od sea transportation in accordance with the corridor applicable laws and regulation to ensure the safety and security of sailing approval documents.
