Abstract
The handling of dangerous goods containers within port environments demands high safety standards and rigorous supervision to mitigate the risks of occupational accidents and environmental pollution. This study aims to analyze the operational procedures, the effectiveness of the collaborative supervision system between the operator and the regulator, and to identify the obstacles and solutions in handling dangerous goods containers at PT Pelindo Terminal Petikemas Bagendang. The research method used is descriptive qualitative, with data collection techniques involving field observations, in-depth interviews with operational staff, and documentation studies. The results indicate that Terminal Petikemas Bagendang has implemented systematic operational procedures divided into a pre-arrival stage based on Material Safety Data Sheet (MSDS) verification and International Maritime Dangerous Goods (IMDG) Code segregation, a field execution stage through tightened loading/unloading mechanization and the Direct Delivery system, and an emergency response stage. The supervision system established collaboratively with the Office of Harbormaster and Port Authority (KSOP) has proven effective in enforcing legal compliance through joint inspections and clear emergency command lines. Although field obstacles exist—such as the risk of misdeclaration, damaged placards, land limitations during peak seasons, and low OHS awareness from third parties—mitigation has been successfully and responsively addressed through the digitalization of the Pelindo Terminal Operating System (PTOS), the provision of permanent concrete separator structures, and a safety reward and punishment scheme. This study concludes that the integration of modern systems and regulatory compliance are absolute necessities to maintain the port’s Zero Accident title.
