Abstract
The maritime safety system is known as Safety Sailing, Guard, and Patrol (KBPP), which is carried out by the Office of Harbour Master and Port Authority (KSOP). This study aims to examine the role of KBPP in preventing and dealing with ship accidents, and to identify the supporting factors and obstacles in carrying out these tasks. The research method used was qualitative, with data collected through library study, direct observation, and interviews during the field practice at KSOP Class I Tanjung Emas Semarang. Observations show that KBPP plays a major role in preventing ship accidents by checking if ships are fit to sail, monitoring cargo, watching weather conditions, managing ship traffic, and patrolling waters. In handling ship accidents, KBPP acts as the first line of response by managing initial actions, securing the scene, coordinating rescue efforts, controlling further risks, and following up after the incident. The factors that support the implementation of KBPP include strong legal basis, qualified human resources, facilities and infrastructure, and coordination between agencies.The challenges include limited personnel, operational facilities, extreme weather conditions, and low awareness of maritime safety. Therefore, optimizing the role of KBPP by improving human resources, facilities, and coordination between agencies is key to enhancing maritime safety in Indonesia.
