Abstract

The port is an important component in the maritime transportation system that supports the distribution of goods and logistics activities. The effectiveness of loading and unloading operations is strongly influenced by the accuracy of cargo information, particularly the conformity between cargo manifest data and the actual loading and unloading realization. In practice, discrepancies between manifest data and field realization may occur due to data input errors, changes in cargo conditions, and lack of coordination between related parties. These discrepancies can affect operational planning, loading and unloading productivity, and port service efficiency. This study aims to analyze the level of conformity between manifest data and loading and unloading realization at PT Pelindo Persero Batam, identify differences in cargo quantity, type, and identity, and evaluate the factors causing discrepancies. The research method used is a quantitative descriptive method through comparison analysis between manifest data and actual loading and unloading data. The data used consist of ship manifest documents and loading and unloading realization reports from PT Persero Batam. The analysis was carried out by calculating the difference and percentage of conformity between planned data and actual conditions in the field. The results of the analysis show that the conformity level between manifest data and loading and unloading realization is an important indicator in evaluating port operational performance. Accurate manifest data supports better planning of labor, loading and unloading equipment, cargo arrangement, and operational time management. Meanwhile, discrepancies in cargo data may cause delays, re-handling processes, and inefficiencies in cargo handling activities. Therefore, improving data accuracy, administrative control, and coordination among operational parties is required to optimize loading and unloading activities. This research concludes that the synchronization between manifest data and loading and unloading realization plays a significant role in improving the effectiveness and efficiency of port operations. Accurate and integrated cargo information systems are needed to minimize data discrepancies and support sustainable logistics performance.
