Abstract
This study aims to analyze the implementation of supervision conducted by the Class II Jepara Port Administration Unit Office (KUPP) on the number of passengers of KM Siginjai on the Jepara–Karimunjawa shipping route, to identify obstacles encountered in the supervision process, and to examine the efforts undertaken to improve the effectiveness of supervision in accordance with maritime safety regulations. The research employed a qualitative method, with data collected through field observations, interviews, and documentation studies during the landbased practical training at the Class II Jepara KUPP. The results indicate that passenger supervision has been carried out through administrative supervision in the form of manifest verification and document completeness checks prior to the issuance of the Sailing Approval Letter (Surat Persetujuan Berlayar/SPB), operational supervision in the field during the passenger embarkation process, and coordinative supervision with ship operators and related agencies. However, the effectiveness of supervision still faces several obstacles, including limited human resources, passenger surges during holiday seasons, a lack of discipline among some passengers, the practice of unauthorized ticket sales, and limited port facilities. To address these challenges, the Class II Jepara KUPP has implemented various measures, such as deploying additional personnel during peak periods, reorganizing passenger flow, strengthening inter-agency coordination, controlling ticket scalping practices, and encouraging the implementation of electronic ticketing systems. Overall, the supervision of passenger numbers on KM Siginjai has been carried out in accordance with maritime safety regulations; however, continuous improvement is still required to ensure passenger safety and comfort on the Jepara–Karimunjawa route.
