Abstract
This study aims to determine the role of the Human Resources (HR) Division in improving the quality of employee performance at PT. Dharma Lautan Utama Balikpapan Branch, to identify the challenges faced by the division, and to examine the efforts made to overcome those challenges. This study employed a qualitative research method with data collected through observation, interviews, documentation, and literature review. The results show that the Human Resources Division plays an important role in improving employee performance through workforce planning, recruitment and selection, training, performance appraisal, discipline development, employee motivation, and career development. However, several challenges were identified, including differences in employee competencies, suboptimal work discipline, limited time for training, and the need to adapt to technological developments. To address these challenges, the Human Resources Division conducts regular training programs, performance evaluations, discipline development, improves communication among departments, and provides motivation and rewards to employees. Based on the findings, it can be concluded that the Human Resources Division plays a vital role in improving the quality of employee performance. Effective implementation of human resource management functions can enhance employee competence, discipline, and productivity, thereby supporting the achievement of the company's objectives.
