Abstract
This study aims to analyze the fuel consumption efficiency of tugboats based on operational hours, determine their relative efficiency using Data Envelopment Analysis (DEA), and estimate carbon dioxide (CO₂) emissions generated during operational activities at PT. Dok Pantai Lamongan. The research objects consist of TB. Toyo and TB. Yitna Yuana in assist and towing operations during September– December 2025. This study employed a quantitative descriptive method. Fuel consumption analysis was conducted using Fuel Consumption Rate (FCR), efficiency measurement was performed using Data Envelopment Analysis (DEA), and carbon dioxide emission estimation applied the Intergovernmental Panel on Climate Change (IPCC) method with a diesel emission factor of 2.68 kg CO₂/liter. The data were obtained from company operational records, including operational hours, fuel consumption, and operational activities of the tugboats. The results indicate that TB. Toyo in assist operations achieved the highest efficiency level with a DEA score of 1.0000 (100%), while TB. Yitna Yuana in towing operations showed the lowest efficiency level at 0.6312 (63.12%) with a potential fuel saving of 7,962.66 liters. The total CO₂ emissions generated by TB. Toyo reached 93,221.12 kg, whereas TB. Yitna Yuana produced 80,879.72 kg, resulting in a difference of 12,341.40 kg or 15.26%. The findings demonstrate that improving fuel efficiency can reduce energy consumption and greenhouse gas emissions, thereby supporting more efficient and sustainable tugboat operations.
