Abstract
Indonesia is the world's largest maritime country, with approximately 17,000 islands and a coastline spanning 99,083 km, making it a strategic point in global trade. To support shipping activities, the existence of ports is crucial as docking places for ships to load and unload goods and passengers. One of the operational units in the maritime sector is the Harbormaster and Port Authority Office (KSOP) Class IV Tegal, responsible for supervision, law enforcement, and the management of ship documents at Tegal Port. Legal services at KSOP Tegal are carried out by the Ship Status and Certification Section (SHSK), which is responsible for inspecting shipworthiness, including construction and safety inspections conducted by the Marine Inspector (MI). This writing employs participatory observation, interviews, and literature study as data collection methods. Observations were conducted during Practical Fieldwork (Prada) for three months (August 15 – November 14, 2024), while interviews were conducted with the Marine Inspector, Mr. Sofyan, SH, MM. The study findings indicate that KSOP Tegal has service standards for validating ship documents and ensuring maritime safety. However, in practice, several challenges arise, such as high shipping traffic and extreme weather conditions, which can hinder ship docking processes. Therefore, this study aims to understand how KSOP Class IV Tegal provides services, its role in ship document processing, and the challenges encountered in carrying out its duties.
