Abstract

This study aims to identify and analyze the procedure for issuing ship safety certificates at KSOP Kelas I Banjarmasin and to determine the factors that support the smooth implementation of the service process. A ship safety certificate is an essential document that proves a vessel has fulfilled seaworthiness requirements in accordance with the applicable laws and regulations in the maritime sector. The issuance process involves administrative stages and technical inspections that must be carried out systematically and in compliance with established operational standards. The research method used in this study is a descriptive method with a qualitative approach. Data collection techniques were conducted through observation, interviews, documentation, and literature review. The collected data were then analyzed descriptively to clearly describe the stages involved in the procedure for issuing ship safety certificates. The results of the study indicate that the procedure for issuing ship safety certificates at KSOP Kelas I Banjarmasin includes several stages, namely the submission of an application by the ship owner through the established system, verification of administrative documents, physical inspection of the vessel by authorized inspectors, evaluation of inspection results, and the issuance of the certificate if the vessel is declared to have met all required standards. The implementation of the procedure has been carried out in accordance with the applicable operational standards and is supported by a digital system to enhance service efficiency and transparency. Therefore, the procedure for issuing ship safety certificates at KSOP Kelas I Banjarmasin plays a significant role in ensuring maritime safety and guaranteeing that operating vessels comply with established safety standards. This study is expected to serve as a reference in efforts to improve the quality of public services in the field of maritime safety.
