Abstract
Maritime transportation plays a strategic role in supporting trade and logistics distribution in Indonesia as an archipelagic country. Foreign Ship Agency Approval (PKKA) serves as the legal basis for foreign ship operations in ports. This study aims to determine the administrative process flow of PKKA applications through the SIMLALA system, analyze its implementation, and identify efforts to improve effectiveness at PT. Equator Marindo ISS. This study uses a descriptive qualitative approach with data collected through observation, interviews, documentation, and literature study. The data were obtained from fieldwork and company documents. The results show that the PKKA administrative process is carried out systematically through document preparation, data input and upload into SIMLALA, verification, PNBP payment, and document issuance. PKKA administration plays an important role in supporting ship operations, especially in clearance in and coordination with port authorities. Effectiveness is influenced by document accuracy and coordination among parties, with obstacles including incomplete documents, data input errors, and verification delays. Efforts to improve effectiveness include ensuring document completeness, improving data input accuracy, monitoring processes, enhancing coordination, and developing human resource competence. Therefore, the effectiveness of PKKA administration is determined by digital systems, operational readiness, and coordination among related parties.
