Abstract

This study provides an in-depth examination of the implementation of patrol vessel operational plans at the Maritime and Coastal Guard Base of KSOP Class II Tanjung Pinang. The primary focus lies in evaluating the alignment between planned and actual patrol schedules, as well as comprehensively identifying the obstacles that influence operational success. Employing a descriptive quantitative approach, the research integrates data from direct field observations, official documentation, and relevant literature reviews. This approach is designed to ensure a systematic, objective, and comprehensive analysis, offering a factual portrayal of maritime patrol effectiveness while mapping out the key supporting and inhibiting factors. The findings demonstrate that, overall, patrol operations have been executed in accordance with the strategic plan. However, persistent challenges—such as limited human resources, the impact of extreme weather conditions, and inadequate supporting facilities—continue to hinder operational efficiency. The level of schedule conformity is relatively high, though certain periods experienced unavoidable delays due to meteorological and technical operational factors. This study underscores that the success of patrol vessel operations is not solely dependent on fleet readiness, but also on strong inter-agency synergy, continuous enhancement of personnel capabilities, and the adoption of advanced maritime technologies. The recommendations presented herein are expected to serve as a strategic reference for policymakers and relevant stakeholders in strengthening maritime surveillance, reinforcing maritime law enforcement, and ensuring navigational safety within the operational jurisdiction of KSOP Class II Tanjung Pinang.
