Abstract
This study examines the operational performance of the general cargo loading and unloading process at PT Pelabuhan Tanjung Priok, Tanjung Pandan Branch by highlighting aspects of productivity, time efficiency, and operational costs. The methodology used in this study is a quantitative approach. The results obtained indicate that the actual laytime ranges from 30 to 35 hours, where percent of operations experience delays that trigger additional demurrage costs of an average of IDR 75 million per ship. Several main factors that hinder performance include the limited number of loading and unloading equipment (only 2 cranes are operating), ship queues, and dependence on weather conditions. This study recommends adding loading and unloading equipment, implementing a 24-hour shift system, and digitizing the administration process in order to increase efficiency by 30 to 40 percent. These findings provide useful contributions to port management in decision making both operationally and strategically. Keywords: Loading and Unloading Performance, Laytime Cost, Operational Cost
