Abstract
Safety of navigation is a fundamental aspect in the operation of passenger ships, especially Ro-Ro (Roll-on Roll-off) ships that have a high potential risk of mass accidents. This study aims to analyze the priority of safety equipment on the RoRo passenger ship KM. Dharma Ferry II based on three main criteria, namely the maintenance process, quantity, and compliance with SOLAS (Safety of Life at Sea) standards. The method used in this study is the Analytical Hierarchy Process (AHP) developed by Thomas L. Saaty, namely a multi-criteria decision-making method that combines subjective assessments with consistent mathematical calculations. Data were obtained through direct observation of the condition of safety equipment and the ship's technical documentation. The results showed that the maintenance criterion had the highest weight of 54%, followed by SOLAS compliance of 30%, and quantity of 16%. Of the five types of safety equipment analyzed, lifeboats were the equipment with the highest priority weight of 31%, followed by Immersion Life Rafts (ILR) at 22%, life jackets at 19%, APARs at 16%, and lifebuoys at 13%. Consistency ratio (CR) calculations for each comparison matrix show that maintenance 0.015250719, quantity 0.017081, and SOLAS 0.015251 are all below the maximum threshold of 0.1, indicating consistent and reliable judgments.
