Abstract
Ship agency activities play a vital role in ensuring the smooth operation of ports, particularly in handling the documentation for the arrival and departure of vessels. This study aims to examine the procedures of clearance in and clearance out using the Inaportnet system at PT. Samudera Makmur Agensi, as well as to identify the required documents, involved institutions, and technical issues encountered. A qualitative method was employed, with data collected through interviews, observations, and documentation. The results indicate that the clearance process follows the standard procedures established by the authorities, involving institutions such as KSOP, Pelindo, and the Port Health Office, and utilizes essential documents including the Agency Appointment Letter (SPK), cargo manifest, route plan (RPT), and the Sailing Permit (SPB). The main obstacles faced when using the Inaportnet system are server disruptions and limited internet connectivity, which can be mitigated through coordination with relevant agencies and preparation of physical (hard copy) documents. The implementation of the Inaportnet system has proven effective in enhancing efficiency and transparency in ship agency services, although further improvements in infrastructure and human resource training are still needed.
