Abstract

The Class II Port Authority Office (KUPP) in Jepara plays an important role in supporting the smooth distribution of goods via sea routes. One of the main activities at this port is the loading and unloading (cargo handling) process, which requires high efficiency to reduce vessel waiting time and logistics costs. However, the implementation of cargo handling activities at the port still faces various challenges, such as limited facilities, extreme weather conditions, and suboptimal inter-agency coordination. This paper aims to examine the cargo handling process at the KUPP Class II Jepara operational area, identify existing obstacles, and analyze the impact of infrastructure development on operational efficiency. The research method used is a descriptive qualitative approach, involving literature study, direct observation, and interviews. The results indicate that although the cargo handling process follows standard procedures, efficiency is still hampered by inadequate infrastructure, a lack of trained labor, and weather-related issues. Infrastructure development, such as dock expansion, digitalization of services, and improved logistics access, has proven effective in accelerating cargo handling processes, reducing vessel waiting times, and enhancing the overall reliability of port services.
