Abstract

The Motor Vehicle Testing Technical Implementation Unit (UPT Pengujian Kendaraan Bermotor) is an official facility for conducting motor vehicle inspections, both for passenger and freight transport, operating within the City of Bandar Lampung. The service covers inspections for vehicles owned by individuals as well as companies, with an accredited classification of B (Conditional). The establishment of this UPT is based on the regional autonomy policy of 2001 and the Law on Taxes and Levies, which transferred the authority for motor vehicle testing from the provincial level to the city level, thereby placing motor vehicle inspections in this region under the direct management of the Bandar Lampung City Government. This study aims to examine whether there is a partial influence of officer competence, the quality of facilities and infrastructure, and the testing information system on the effectiveness of the KIR test services at the Department of Transportation of Bandar Lampung City. Data collection was conducted through observation, interviews, literature studies, documentation, and questionnaires distributed to respondents, namely users of the KIR test service at the Department of Transportation of Bandar Lampung City. The population in this study consists of KIR service users, with a total of 27,027 vehicles in 2024, and a sample size of 100 respondents.The data sources include both primary and secondary data, analyzed using multiple linear regression with IBM SPSS V.27 software, resulting in the regression equation: Y = 0.533 + 0.223 X1 + 0.460 X2 + 0.245 X3 + µ. The findings show that there is a positive and significant partial effect of officer competence on service effectiveness (t-count 2.580 > t-table 1.98447), the quality of facilities and infrastructure on service effectiveness (t-count 4.047 > t-table 1.98447), and the testing information system on service effectiveness (t-count 2.597 > t-table 1.98447). The t-test results indicate that all independent variables, namely Officer Competence (X1), Quality of Facilities and Infrastructure (X2), and the Testing Information System (X3), have a positive and significant influence on the Effectiveness of KIR Test Services (Y). The coefficient of determination (Adjusted R Square) was found to be 0.619, indicating that 61.9% of the variation in the effectiveness of KIR test services can be explained by these three independent variables, while the remaining 38.1% (100% – 61.9%) is due to other factors outside this research model.
