Abstract
Based on the Regulation of the Minister of Transportation No. 15 of 2023 concerning the organization and working procedures of the Harbormaster and Port Authority office, in the regulation, one of them is the ship safety, guarding and patrol section which was formed because sea transportation is still widely used, in addition to the awareness of sea transportation service users such as Companies, ship owners, ship crews to comply with the laws and regulations that apply in the field of shipping safety and security of the Port environment which is still low. So to implement it, the Harbormaster and Port Authority Office of Class IV Tegal carries out supervision and law enforcement in the field of shipping safety and security, government coordination at the Port, as well as regulation, control, and supervision of port activities at the Port which are commercially managed. To find out the role of the Harbormaster and Port Authority Office, the Role of the Section and To find out the Obstacles of the Harbormaster and Port Authority Office of Class IV Tegal in the Field of Sailing Safety, Guarding and Patrol. So that observations, interviews and library research were carried out by the author, then the results were obtained regarding the role of the Harbormaster's Office and Port Authority and including the Role of the Sailing Safety Section in overcoming obstacles that exist at the Harbormaster's Office and Port Authority Class IV Tegal.
