Abstract
Health quarantine clearance is a mandatory procedure in the arrival and departure process of ships. PT Saga Mas Lestari has an important role as a party that takes care of the completeness of documents and the clearance application process to the Port Health Quarantine Office. In the digitalization era, this process is now facilitated through the Quarantine Health Information System (SINKARKES), an online platform used to accelerate and standardize health quarantine services. Through this system, PT Saga Mas Lestari can upload documents such as the Maritime Declaration of Health (MDH), Crew List, Ship Sanitation Certificate (SSC), and reports on the health conditions of the ship's crew before the ship is permitted to anchor or dock. This study aims to examine the role of PT Saga Mas Lestari in implementing health quarantine clearance using SINKARKES, including technical constraints, system effectiveness, and compliance with regulations. The results of the analysis show that the use of SINKARKES supports the efficiency of quarantine services, but there are still challenges in terms of data coordination and system literacy at the operational level.
