Abstract

Handling the in-out clearance process of Landing Craft Tank (LCT) MuaraBelawan at Lamongan Shorebase by PT. Eleanor Pradana Shipping is an importantpart in supporting the smooth operational delivery of goods. This study aims toanalyze the mechanism of permit implementation, identify obstacles faced, and produce process efficiency in the field. The method used is a descriptive study withdata collection through observation, interviews with related parties, and operational documents. The results of the study indicate that PT. Eleanor PradanaShipping has implemented the clearance process according to applicable standard operating procedures, but there are still obstacles such as administrative delays,less than optimal coordination between units, and technical obstacles at the shorebase. External factors such as weather conditions and infrastructure also affect the smoothness of the permit process. This study recommends improving internal coordination, digitizing the administrative process, and improvingfacilities and technical training for operational staff. With these steps, it is hoped that the in-out clearance process of LCT can run more efficiently and support the smooth distribution of goods at Lamongan Shorebase.
