Abstract
Embarkai and Debarkasi will run smoothly when everything goes well and there are no obstacles. However, it is different when the implementation has obstacles that result in a decrease in the effectiveness of KM ship passenger services. Bukit Siguntang owned by PT. Pelni Kupang branch. Observation was carried out by the author with the aim of finding out the process / flow of embarkation and debarkation services as well as the obstacles and efforts made in KM Passenger Services. Bukit Siguntang Kapal Owned by PT. Pelni Kupang Branch. The results of the observation concluded that the factors that caused the ineffectiveness of the embarkation and debarkation process of KM passengers. Bukit Siguntang is a mutual circulation of passengers and goods transport workers, check-in obstacles due to crowded passengers, lack of passenger terminal facilities and PT. Pelni who is less competent in their field. The impact of t his is a decrease in the effectiveness of embarkation and debarkation services, irregular passengers and the length of the embarkation and debarkation service process. Efforts that can be made by PT. The Kupang branch of Pelni needs to add facilities and facilities that are still lacking, officers are more careful in serving passengers and adding security officers.
