Abstract

This study examines the effectiveness of the LPG loading and unloading process at the PT Pertamina Energy Tanjung Sekong Terminal, one of Indonesia's main LPG terminals equipped with a jetty for loading and unloading activities from ships to onshore storage facilities. The analysis was conducted based on several technical and operational indicators, including the Berthing Occupancy Ratio (BOR), which ranged from 55–65%, indicating efficient jetty utilisation without excessive vessel queuing. The average vessel length (Length Over All/LOA) of 120 metres aligns with the jetty's capacity, thus no vessel dimension constraints were identified. The average berthing time of 18 hours per visit is still within the efficiency limit, although there are extensions due to bad weather and technical equipment constraints. The volume of LPG loading and unloading reaches 2,500 – 3,000 metric tons per visit with a frequency of 8 – 10 ships per month, which supports national supply needs. Factors affecting effectiveness include weather conditions, equipment readiness, and operational coordination between teams. The main challenges identified are bad weather, technical equipment issues, and limitations in supporting facilities when visit volumes increase. As improvement efforts, the study recommends enhancing regular equipment maintenance, strengthening operational coordination, and developing a risk management system, particularly regarding adverse weather conditions, to optimise the smoothness of LPG loading and unloading processes at the terminal. The findings of this study provide significant contributions to the efficient and sustainable operational management of LPG terminals.
