Abstract
In the maritime and logistics industry, ship agency activities play a vital role in ensuring the smooth process of vessel arrivals and departures at ports, including at industry-owned special terminals. This study provides a comprehensive discussion on the handling of clearance in and clearance out processes by PT Varia Usaha Lintas Segara at the Special Terminal of PT Semen Indonesia in Tuban. The main focus of this research is to examine how the shipping agent performs its duties in coordinating various administrative and operational aspects of vessels during berthing and unberthing, as well as identifying the challenges encountered in the field. The research was conducted using a qualitative approach through observation techniques, interviews, and document studies of the ship agency processes taking place at the special terminal. The findings show that PT Varia Usaha Lintas Segara has carried out the agency process professionally and in accordance with the regulations set by port authorities. Although the process generally runs smoothly, the study found several challenges faced by the agency, including discrepancies in vessel arrival schedules, issues related to supporting documents, and the expiration of administrative requirements. PT Varia Usaha Lintas Segara has attempted to overcome these issues by improving service quality, providing regular training for staff, and adopting digital technology to accelerate data processing and coordination with relevant authorities. The recommendations resulting from this study include enhancing the responsiveness and discipline of agency personnel and improving related facilities.
