Abstract
The clearance in and clearance out process is an important stage in ship operations at the port which aims to ensure that the ship, its crew, and cargo meet all administrative and technical requirements before sailing or after arriving at the port. This paper aims to find out the process of managing ship agencies by PT. Global Triputra Utama Maritime in handling foreign GO ships. Aurelia (Australia) at the Port of Tanjung Balai Karimun, as well as to identify the documents needed, the relevant agencies, the obstacles faced, and the role of agents in the process. This paper uses a qualitative approach with data collection methods in the form of observation, interviews, literature studies, and documentation. The results of this paper show that the success of the clearance process depends heavily on the professionalism of ship agents, completeness of documents, and coordination with agencies such as KSOP, Customs, Immigration, and Quarantine. Obstacles that are often faced include document delays, bad weather, system disruptions (Inaportnet), and dock queues. In this situation, ship agents play an active role as a liaison between ship owners and port authorities, and are responsible for finding solutions to obstacles that occur. Handling foreign ships such as GO. Aurelia requires an in- depth understanding of international regulations such as ISPS and the ISM Code as well as the ability to adapt to national procedures. Therefore, the professionalism and preparedness of agents are the main keys to the smooth operation of ships at the port. Keywords: Ship Agency, Clearance In, Clearance Out, Port, GO.
