Abstract
From the results of this observation, it aims to identify and analyze various factors that affect the efficiency of the loading and unloading process at the port, namely to find out how agents carry out the processing of dangerous goods loading and unloading permit documents issued by the Harbor Master. This observation was carried out at PT. Pertamina Trans Continental, Ciacap branch, during the author's land practice from August 2024 to February 2025. The data source is primary data directly from the Observation location by means of observation, interviews with agents and regulations related to the title of the paper. The results obtained regarding the processing of dangerous goods loading and unloading permit documents have been running optimally, but there are several obstacles in processing dangerous goods loading and unloading permit documents at the Harbor Master's Office and the use of Inapornet. Some of the obstacles faced in the process of issuing documents for loading and unloading dangerous goods from the agent who took a long time to make mistakes in uploading kappa data, the Harbor Master who was not there, and network disruptions that occurred in the Inapornet system which caused the lengthy process of issuing the Billing Code issued by the Harbor Master from the Inapornet system, thus causing inefficient time for issuing documents for loading and unloading permits for dangerous goods.
