Abstract
In carrying out its duties, the Class IV Port Authority and Harbormaster Office (KSOP) in Tegal functions to improve maritime safety in pursuit of zero accidents, as well as to conduct surveillance and patrols to enhance both maritime safety and port security in Tegal. To fulfill these functions, and based on the Regulation of the Minister of Transportation No. 36 of 2012 concerning the Organization and Work Procedures of the Harbormaster and Port Authority Office, a section for Sailing Safety, Surveillance, and Patrol was established. In this section, duties and responsibilities are divided in a more detailed manner so that maritime transport users become aware of the importance of adhering to regulations in order to improve maritime safety and fulfill requirements related to safety and security within the port environment.The aim of this research is to understand the role of KSOP Class IV Tegal in supervising sailing safety in the Tegal Port area, to identify the measures taken by the Sailing Safety, Surveillance, and Patrol Section in the field of surveillance and patrols within the working area of Tegal Port to improve maritime safety, and to identify the challenges faced by KSOP in overseeing sailing safety in the Tegal Port area. Based on the qualitative research method used in this study—through observation, interviews, and library research gathered by the author—an accurate discussion of the issues regarding the functions of KSOP Class IV Tegal in sailing safety, surveillance, and patrol can be drawn. The role of the harbormaster is critically important, as maritime safety and security are part of their core responsibilities. The actions taken aim to strengthen the supervision of maritime safety and security concerning all sailing-related matters, thereby reducing or addressing cases of maritime accidents, criminal activities, and regulatory violations within the port environment.
