Abstract

VTS is one of the efforts to meet safety and security requirements that help reduce the risk of accidents, improve ship navigation, and facilitate the smooth operation of busy ports or shipping lanes. One of them is the Port of Tanjung Emas Semarang which has dense and complex ship traffic. So, every ship entering or leaving the Port of Tanjung Emas is required to report to the VTS Tanjung Emas via radio on a special/specific frequency. Although VTS plays an important role in maintaining the security and efficiency of maritime travel, there are also several obstacles that can affect VTS performance. Such as limited technology, communication disruptions, suboptimal traffic control, etc. The purpose of this study was to identify the implementation of VTS performance at the Port of Tanjung Emas Semarang and to determine the factors inhibiting the performance of the VTS Tanjung Emas in carrying out monitoring activities for ships experiencing disruptions so that action can be taken immediately in order to ensure the achievement of shipping safety. The data collection used to support this study used observation, documentation, and interview methods based on the conformity between the VTS service standards of the Tanjung Emas station and the Regulations set by the Directorate General of Sea Transportation of the Ministry of Transportation, namely in terms of aligning the VTS service SOP documents. Based on the research results that the implementation of the VTS system has a significant positive impact in improving supervision, coordination, and security in the waters. With various technologies owned by VTS Tanjung Emas, the risk of collision can be significantly reduced, ensuring safe and efficient ship movement. Utilization of VTS for shipping at Tanjung Emas port, helps provide information and messages for ships, helps provide warning messages about navigation and meteorological hazards, and helps regulate extensive ship traffic in a particular port or waters.
