Abstract
Ship agency plays a vital role in supporting the smooth operation of vessels at ports, from arrival and berthing to departure. A ship agent acts as a representative of the shipowner or operator, responsible for handling various administrative and operational matters while the vessel is at the port. This study aims to evaluate the strategic role of ship agents in ensuring efficient port services and to identify the common challenges encountered in their implementation. The research employs a descriptive qualitative approach using a case study of a ship agency company at the Port of Cilacap. Data were collected through in-depth interviews with ship agents, port authorities, and relevant service users.The results show that ship agents have complex responsibilities, including managing port documentation, coordinating with institutions such as the Harbor Master, Port Health Office , Customs, and stevedoring companies, as well as ensuring compliance with national and international regulations. However, several challenges were identified, such as delays in permit processing, lack of digital system integration between institutions, and limited technical competence among some agency personnel. In addition, rapid regulatory changes that are poorly disseminated often hinder the agents' tasks.This study recommends strengthening human resource capacity through continuous technical training and developing an integrated digital system for ship agency services to accelerate administrative processes and enhance transparency. By reinforcing the role of ship agents in a professional and systematic manner, national port operational efficiency is expected to improve in support of the growth of Indonesia's maritime sector.
