Abstract
The application of Job Safety Analysis (JSA) and Risk Assessment (RA) in the process of monitoring ship bunker activities by the Class II Jepara Port Organizing Unit (KUPP) Office is very important to ensure safety and security during activities at the port. Ship bunkering, which involves refueling ships, is an activity with high risks, both to the safety of workers and the surrounding environment. Job Safety Analysis functions to identify potential hazards at each stage of work, while Risk Assesment is used to evaluate the level of risk that may occur and determine appropriate mitigation steps. With the correct implementation of Job Safety Analysis and Risk Assesment, KUPP Class II Jepara can minimize the occurrence of work accidents, fires, fuel spills and environmental damage. This research aims to examine the importance of these two tools in improving the quality of supervision and work safety during ship bunkering activities, as well as providing recommendations for improving the implementation of safety procedures in the field. The research results show that effective implementation of Job Safety Analysis and Risk Assesment can increase awareness of dangers, improve risk management, and reduce the possibility of accidents that could harm related parties. The method used in this study is a qualitative descriptive approach with data collection through interviews and direct observation in the field. The results of the study indicate that the implementation of Job Safety Analysis and Risk Assesment can help identify potential hazards, reduce the risk of accidents, and ensure that ship bunkering activities are carried out safely and in accordance with applicable procedures. This implementation also plays a role in increasing workers' awareness of the importance of occupational safety and supporting the creation of a safer work environment. Therefore, the systematic implementation of Job Safety Analysis and Risk Assesment is very important in order to increase the effectiveness of supervision of ship bunkering activities by KUPP Class II Jepara.
