Abstract

A seaman's book is an official state document issued by the government that contains a seafarer's physical identity that is not based on fingerprint biometric standards and is not as travel documentation and cannot replace a passport. Seaman is anyone who has the qualifications of expertise or skills as a crew. Seafaring seafarer is a state official document issued by the government which includes complete legal information about the person and working relationship of the seafarer book holder with the ship's entrepreneur, seaman's book can act as a travel document on the condition that the seafarer holder has a Sea Work Agreement (PKL) which is still valid. The online seaman book application is a public service application in the making of seaman books based on the website issued by the Ministry of Transportation unit of the Directorate of Shipping and Maritime Affairs of the Republic of Indonesia. The Directorate of Shipping and Maritime Affairs has been serving eleven books for almost 11 years, but over time there has been a lot of brokering practices and there is no transparency in making seaman books. In addition, there is often a falsification of seamen's books so that many complaints are experienced by seamen. The idea of this final project research is to design a website-based online seaman book application to support the realization of the vision of the Directorate of Shipping and Maritime Affairs in public services. The results of this final project research is the proposed design of an integrated website-based online seaman book application and can be used for seafaring book-making services, as well as facilitate the application process for other marine public services to realize services that are standardized, transparent and free from fraud so that complaints are experienced by sailors can be removed.
