Abstract
The process of securing shipping security will run smoothly when everything goes well and there are no obstacles. However, it is different when the implementation of the Number of Fleets and Escort Officers is limited and the weather is bad so that it results in delays in the process of securing shipping channels and loading and unloading activities. In this regard, this study aims to find out the factors that cause the inhibition of the safety process of shipping pestles that want to carry out loading and unloading as well as efforts that can be made to improve the safety process of shipping channels during the loading and unloading process at TUKS PertaminaCilacap. The research method of this thesis is qualitative descriptive. Data sources are taken from primary and secondary data. Data collection techniques using field research which includes, observation, interviews and documentation so that data validity techniques are obtained. The results of the study concluded that the factors that cause obstacles to the safety process of shipping channels that want to carry out loading and unloading are the limited number of fleets and officers and bad weather conditions. The impact of these problems is the delay in the loading and unloading process, less guaranteed security, and changes in departure and arrival schedules as well as losses for PT. Pertamina Transcontinental. Efforts that can be made are to increase officers and security assistance facilities and coordinate with agencies related to upcoming weather conditions so that they can be anticipated.
