Abstract
As one of the Port Business Entities that is relatively new to be able to provide pilotage services independently in the West Surabaya Shipping Channel area, precisely in the city of Gresik, East Java, the operational management activities of this service provider company are considered necessary to be developed through research and renewal. This study aims to discuss the system and technical pilotage services at the Indonesian Maspion Port in 2024 in accordance with Ministerial Regulation 57 of 2015 concerning Ship Pilotage and Towing. The methods used in data collection are observation or observation methods, interview methods and analysis. The results obtained from the discussion of the system and technical pilotage services at the Indonesian Maspion Port in 2024 refer to government regulations, especially Ministerial Regulation 57 of 2015 concerning Ship Pilotage and Towing. Then the results of the analysis show that the effectiveness, efficiency, and safety of services are influenced by internal factors such as human resources and infrastructure, as well as external factors that cannot be fully controlled. Efforts to improve service quality involve problem identification, continuous evaluation, and feedback from service users. PT. Mahkota Restu Utama as the manager continues to improvise through strategic solutions to deal with operational constraints, creating professional, competitive, and highly competitive services in the West Surabaya Shipping Lane. The implementation of this comprehensive approach is expected to improve the quality of service and user satisfaction. The conclusion of this paper is that the pilotage service at the Indonesian Maspion Port has a system and technique that refers to Ministerial Regulation 57 of 2015 concerning Ship Pilotage and Towing, the importance of knowing several factors that influence the effectiveness and efficiency of pilotage services in order to minimize work risks, using analysis as a way to find solutions and improvisation through problem identification, continuous evaluation, and receiving feedback from service users. The implementation of this strategic solution creates professional, competitive, and highly competitive services, so as to improve the quality and satisfaction of service users.
