Abstract

The clearance process in and out will run smoothly when everything goes well and there are no obstacles. However, it is different when the implementation of IT system jams in Inanpornet as well as incomplete documents and negligence of the crew resulting in a delay in the ship clearance process. In this regard, this study aims to find out the factors that cause delays in the ship clearance process and efforts that can be made to improve the ship clearance process owned by PT. Dharma Lautan Utama. The research method of this thesis is qualitative descriptive. Data sources are taken from primary and secondary data. Data collection techniques using field research which includes, observation and documentation so that data validity techniques are obtained. The results of the study concluded that there is an influence between ship service time and the length of ship at the port, as evidenced by the Statitik Test with the result of r = 0.77, which means that there is a strong influence between the length of ship document clearance service time and the number of ship visits is positive and strong (-1 > r < 1 result -1 <0.077>1)) where r = close to 1, there is a relationship between the x and y variables, where the relationship is very strong and positive and what causes obstacles to the ship clearance process is the type of ship documents that have expired, the size of the document file is too large to be uploaded, the internet network is problematic and the negligence of the ship crew who do not complete the documents. The impact of limitations and damage to equipment and human resource competencies that lack types of expired ship documents, document file sizes that are too large to be uploaded, internet network problems and negligence of ship crews who do not complete documents are delays in the clearance process, complaints from the company, and changes in departure and arrival schedules as well as losses for PT. Dharma Lautan Utama and the Company. Efforts that can be made are coordinating with relevant agencies when the internet connection is poor, reducing the size of the document file before uploading, always checking the expiration of the document and giving strict sanctions to the negligent crew so that the same thing does not happen in the future.
