Abstract

This paper aims to find out about the duties of authority and procedures as well as obstacles in the process of implementing Port State Control and Flag State Control at the Class IV Tegal Harbor Authority and Port Authority Office. In writing this paper, observers go directly to the field (Land Practice). The results of this study indicate that the duties and authorities are carrying out supervision and law enforcement in the field of service safety and security, coordinating government activities at ports as well as regulating, controlling and supervising port activities, then the factors that become obstacles include the lack of vehicle facilities and infrastructure transportation of PSCO officers and personnel in the field as well as the effects of bad weather such as high waves and rainstorms. Based on the discussion, it can be concluded that these obstacles can be minimized by increasing the amount of the budget, recruiting additional numbers of personnel and always providing updated information and communications related to the effects of bad weather at the port for safety and security. Thus, this study provides deeper insight into the implementation of Port State Control (PSC) and Flag State Control (FSC) at the Port Authority Office and Port Authority Class IV Tegal. This study emphasizes the importance of improving supporting facilities, including adequate transportation facilities and human resources, to ensure smooth supervision and law enforcement in the maritime sector. In addition, better coordination between agencies and the use of information technology in monitoring weather conditions can contribute to increasing the effectiveness of the implementation of PSC and FSC tasks. It is hoped that the results of this study can be a reference for related parties in formulating more optimal policies for the safety and security of shipping in the port area.
