Abstract
An emergency is a situation outside the normal conditions that occur on a ship that has the potential to cause danger to the safety of humans, property, cargo, ships and the marine environment. Therefore, in SOLAS 1974 chapter IV regulates said that : "radio communication", namely the Global Maritime Distress and Safety System (GMDSS), and STCW chapter VIII regulates "watchkeeping", namely responsibility during the execution of watch duties, it states guidelines regarding how to maximize Communication System and responsibility in watchkeeping on the ship to ensure safe navigation and communication and to minimize casualties in the event of an emergency. All officers must understand very well in actions while on ship's watchkeeping and using this equipment because several incidents occurred because of ignorance in using this equipment. The purpose of this study is to Optimizing the use of distress communication system equipment or GMDSS During wacthkeeping operation at KN SAR PERMADI 249 Basarnas Surabaya in accordance with GMDSS MANUAL. Collecting data of this paper uses library research and field research with direct observation and interview methods. The results of this research are an evaluation of the understanding of communication systematics in watch keeping during emergencies using the GMDSS system as an effort to save lives at sea during the Search and Rescue (SAR) operation.
