Abstract
Planning and procurement of fuel oil (BBM) is a critical aspect in ensuring the smooth operation of tugboats. This research discusses the importance of systematic planning in fuel procurement to ensure optimal fuel availability on tugboats. The fuel procurement realization process is carried out through standardized procedures by applying Occupational Safety and Health (K3) principles during the filling process. Careful planning in fuel procurement not only aims to avoid delays in filling, but also to increase operational effectiveness and minimize the risk of disruption to tugboat services. Through efficient fuel procurement management, it is hoped that sustainable optimization of tugboat operations can be achieved. This research focuses on the planning and fuel procurement procedures for the Regional III tugboat in the Tanjung Perak area operated by PT. Pelindo Marine Service Surabaya. The aim of this research is to optimize fuel planning and procurement, understand the process of realizing fuel filling, and the impact caused by delay in realization of filling. The method used in this research is a qualitative descriptive approach by collecting data through interviews and direct observation of related parties, as well as analysis of company documents. It is hoped that the results of this research can contribute to improving the planning and procurement of fuel for tugboats. It is also hoped that this research can become a reference for academics and practitioners to increase knowledge regarding fuel planning and procurement.
