Abstract
Indonesia is a country with thousands of islands and seas. Ship accidents that occurred throughout 2017-2022 in Indonesia were caused by various factors, but the main and highest factor was the human factor. All human transportation activities are inseparable from sea transportation which is used as a means of transportation and connection between islands in Indonesia which are separated by oceans. In the presence of these main factors, there must be awareness from the Maritim Human Resources involved in ship operational activities, including the ship's crew, master, ship owner, harbor master and his staff, classification and pilot bureaus. All Human Resources sectors must work together to ensure the safety and security of sea transportation shipping, especially BAKAMLA RI in the Manado Water Area. The aim of this research is to analyze the influence of the independent variables, namely supervision, implementation and commitment, on the dependent variable of maritime transportation shipping safety and security performance. The population in this study was 1,182 ship crew members. The sample for this research was 92 crew members with the sampling technique used was the Simple Random Sampling Technique, namely a technique for determining samples taken at random by determining the number of samples to be studied. The analytical methods used are descriptive statistical analysis and quantitative analysis. Data analysis using multiple linear regression analysis, validity test, reliability test, t test with the help of the Statistical Package for Social Science Software (SPSS Software) version 25.0. The results of research using the t test (hypothesis testing for each independent variable against the dependent variable) show that supervision and commitment have no effect on shipping safety and security performance, while implementation affects shipping safety and security performance. Based on the results of data processing, it can be seen that the research model of the multiple linear regression equation is Y = 38.627 + 0.022X1 + (-0.495) X2 + 0.098X3 + µ. From the regression results, it can be seen that the variable that has the most dominant influence on shipping safety and security performance is the commitment variable with a regression coefficient of 0.098. Test R Square 0.795 or 79,5%. This means that the magnitude of the supervision, implementation and commitment variables in influencing shipping safety and security variables is only 79,5%. Meanwhile, the remainder, namely 20,5%, is influenced by other variables outside the three independent variables.
