Abstract

Water Bus is the term for ships transporting passengers and goods by water that sail on large rivers, one of which is the Mahakam River in East Kalimantan Province. Based on one of the functions of a ship, attention needs to be paid to fulfilling safety standards that must exist and be met by every ship. However, it is still found that quite a few water buses, which are the mode of river and lake transportation on the Mahakam River, do not meet safety standards in accordance with the Regulation of the Director General of Land Transportation Number KP.3424/AP.402/DRJD/2020 concerning River and Lake Ships. The method used in this research is qualitative with a description method. To find out how important safety is for water buses, an analysis is first carried out on the level of implementation of compliance with the established safety standards for river and lake vessels. Then, an analysis was also carried out on the relationship between ship seaworthiness and water bus ship safety in the Mahakam River area and analyzed the factors that caused safety standards on water bus ships in the Mahakam River area to not be met. From the results of this analysis, it was found that the implementation of safety standards for River Transport Vessels in the Mahakam River Region has not been running optimally. With reference to the ship's seaworthiness aspect, there are several safety equipment that have not been met, such as not having navigation equipment, life safety equipment is still limited, environmental pollution caused by river and lake transport ships, and uneven manning of ships. The obstacles for ship operators in implementing ship safety standards are the lack of awareness of ship operators regarding the importance of ship safety, educational background that makes ship crew feel they can handle the ship and do not need a competency certificate, and the costs incurred to fulfill the recommendations from the inspection results. in accordance with what has been stipulated in the Regulation of the Director General of Land Transportation.
