Abstract
This final assignment is one of the requirements for completing third diploma studies. This final assignment aims to find out what the tugboat piloting and delaying service procedures are in serving the movement of berthing and undocking vessels at Tanjung Emas port, then to find out the obs tacles or obstacles faced during the movement process. Ship piloting and towing services are the first and last services provided to ships that will enter and leave a port to provide direction on local shipping lanes and guide ships that will anchor through areas that are not understood or pose a risk to the security and safety of shipping in safeguarding cargo. as well as the maritime environment. This service is provided at the discretion of the Director General of Sea Transportation. This final assignment shows that there are several factors that influence the tugboat service process, namely internal factors and external factors. Internal factors include the readiness and availability of tugboats and then external factors such as weather conditions, wind speed, current strength and water conditions. With optimal conditions, the time required to carry out maneuvers by tugboats and port officers, by utilizing information technology to speed up the coordination process is expected to provide the best service for users of towing services.
